OFN Review Finds CDFIs Resilient as Delinquencies Rise

Federal policy uncertainty and limited grants top 2026 risks

Opportunity Finance Network (OFN) has released its 2026 Annual Portfolio Performance & Trends Review, its second yearly assessment of the financial health of its borrowers and the risks ahead of them. The Review draws on responses from 158 OFN borrowers and looks at how community development financial institutions (CDFIs) are coping with a difficult financing, economic, funding and policy environment while demand for their capital stays strong.

Jessel Amin, OFN’s executive vice president and chief investment officer, wrote that the findings “point to continued financial resilience” while flagging areas that may need closer monitoring. Debt capital remained available to many respondents, although new financing on reasonable terms became harder to obtain. Lending demand held strong even as more than half of respondents reported rising loan delinquencies. Operating liquidity was generally strong, and 79% of respondents held at least six months of it.

Respondents named federal public policy uncertainty and limited grant funding as the leading organizational risks for 2026. According to OFN, CDFIs are adapting by diversifying their funding and revenue, managing their portfolios actively and planning further ahead.

Amin wrote that OFN will draw on the findings in its lending and product strategy, its credit risk management, its support for members and borrowers, and its part in policy discussions affecting CDFIs. Amin added that flexible, affordable capital and grant support will remain critical as CDFIs adjust to changing funding and operating conditions.
